From the Industrial Designer who worked for Honda and his estate included many Honda related items.
Honda actually owned the Suzuka Circuit and it was one of the two circuits that were used for the Japanese Grand Prix. It was the circuit both for the first Grand Prix as well as the 2nd. The other circuit was owned by Toyota (for whom the designer also worked for).
Unused and it appears to have the original stickiness based on a slight raise of the backing at the center. The extended edges have gathered dust to the stickiness but it is border material. Written in Japanese and English.
